If you are a purchaser of an SSL certificate, yes you usually can ask your new hosting provider to see if they can send you a CSR that you take to your SSL Certificate issuer and ask them to regenerate a new SSL certificate to be installed on your new hosting location.  Install charges usually apply.

SSL Certificates sometimes have to be moved from one server to another server.  This tip is for Windows Hosting Engineerings.  Follow these steps to move an SSL certificate from 1 windows server to another windows server when both are IIS 6:  http://www.sslshopper.com/move-or-copy-an-ssl-certificate-from-a-windows-server-to-another-windows-server.html Use this link from move an SSL certificate from 1 windows server II6 to another windows server with IIS 7:  http://www.sozohosting.com/knowledge/moving-SSL-certificates.cfm
